DESCRIPTIONOur Voting System is a fully auditable, accurate, secure, smart card identification, qualification and monitoring voting system. The system ensures that only eligible citizens can cast their vote.
Using the core ISC technology, the system is designed as an offline electronic voting application catering for Presidential, parliamentary and council electronic voting.
Fixed (semi –urban areas) and mobile (rural areas) registration station can be utilized by the government Electoral commission or the service provider sourced by government to perform this function.
A smart card, with non-financial wallet activated, will be issued to all eligible, enrolled citizens.
The system can be utilized anywhere at any participating facility, i.e. a participating merchant store, government office, post office, etc.
After successful biometric identification, the system will check the ID Number against the birth data to see if the citizen is eligible to cast a vote. The Government card, present in the bottom smart card reader of the POS terminal is checked against its data for the voting variable in the non-financial voting wallet. Voting is performed offline.
METHOD OF OPERATION
Registration is performed by the government electoral commission or “outsourced” to the service provider.
Fixed (urban & semi-urban areas) and mobile (rural area) registration stations are installed. All eligible citizens are registered on to the system.
The personal details of each citizen are captured via the PC application and stored in the card information area of the chip. All ten fingerprints are taken. A photograph is printed on the card (optional). On completion of the enrolment application, a separate non-financial voting wallet is activated on the smart card.
Variables such as the voting period and the term for activation are set in the voting wallet.The smart card is then issued to the citizen.
Government will be in a position to make use of any existing ISC POS terminal infrastructure deployed or by ensuring that selected polling station, merchant stores, post offices, city halls, etc, are equipped with the necessary POS terminal equipment.
These selected merchant, post office branches, etc. will be registered on the system and issued with one large memory government card , linked to a unique merchant reference number.
The Government smart card will remain in the bottom smart card reader of the POS terminal.
All citizens will be made aware of the infrastructure facilities available for citizen voting.
In the smart card system citizens will be able to cast their vote anywhere with the capability of restricting some or all to a specific voting point in a specific area.
During the election period, the citizen’s smart card will be inserted into the top smart card reader of the POS terminal.
After successful biometric fingerprint identification, an internal search will be performed to check the variable set in the separate non-finantial voting wallet ,i.e.
a) A check against the ID number and birth date to ensure that citizen qualifies to cast a vote.
b) A check against the date on the Government card ensure that the voting period set in the wallet variables can now be activated.
c) A check for the card holder’s area to ensure that once the card holder selects the “cast a vote“ option in the POS terminal , the correct candidate for the particular area are the only ones display on the POS terminal screen . This will ensure that citizens can only vote for their candidates allocated to their specific area, etc.
Once all the variables have been checked, the POS terminal will display the prompt “cast a vote”.
Upon selecting this option, the candidates and their logos for the cardholder’s area will be displayed on the graphic screen of the POS terminal.
• The council candidates shall be displayed first .Once the vote has been cast and confirmed with the citizen’s fingerprinted, there is the capability of automatically displaying the secondary candidates and prompt the cardholder to cast his/her second vote. This vote will also be confirmed by fingerprint.
• At this point, the voting wallet on the citizen’s smart card will be “flagged” as vote cast , but will not record any information of whom the citizen actually voted for. This will prevent the cardholder from attempting to cast a different vote at a different merchant store also, no one will be in a position to see whom the cardholder voted for.
• As the voteis performed offline, the transaction occurs between two smart card present in the POS terminal .The vote cast by citizen will be encrypted immediately by using the security keys of the service provider, and written transparently to a separate area of the government card present in the POS terminal .The merchant will not at any time be able to view the votes cast by the various citizens.
