It seems to me that everyone has been doing the math wrong to come up with 35 cents. If they were paying 352,982 KWD per 1 Million IQD, you can use Google to easily tell you the per IQD by typing this into Google search:
352982 / 1000000 kwd to usd
Based on the time of this writing the result is:
1.25011399 U.S. dollars
This rate ($1.25) also seems to be much more in line with numbers we have all been hoping/predicting.
