1. المصادقة على التوصيات لجنة شؤون الطاقة بتخويل وزارة الكهرباء التعاقد مع مجموعة من الشركات لتجهيز (2500) ميكاواط بمبلغ (3.175) مليار دولار و(1000) ميكاواط بمبلغ (1.268) مليار دولار و(600) ميكاواط بمبلغ (762) مليار دولار و(900) ميكاواط بمبلغ (1.143) مليار دولار أي بمجموع تجهيز كلي (3500) ميكاواط وبمبلغ اجمالي (6.348) مليار دولار وستفرض غرامات تأخيرية يومية تتضمنها العقود على الشركات في حالة تأخير موعد التشغيل وبمجموع تراكمي لا يقل عن (25%) من قيمة المحطة مع إستمرار وزارة الكهرباء بالبحث عن شركات أخرى لإكمال (1500) ميكاواط المتبقية وبنفس الشروط على أن لا تتجاوز مدة التنفيذ عن 1 نيسان 2012 وتخويل وزارة الكهرباء التعاقد مع إحدى الشركات السويسرية الروسية لتجهيزها بمادة الكازويل روسي المنشأ وبسعر (بورصة الخليج + 145 دولار) للطن الواحد وبكمية (6) مليون طن وبطريقة الدفع الآجل لمدة (10) سنوات بعد تجهيز المادة وبدون فوائد مقابل تعهد وزارة المالية الإتحادية ووزارة الكهرباء وبدون ضمانات بنكية حكومية وكذلك تخويل وزير الموارد المائية صلاحية مناقلة المبالغ المطلوبة ضمن موازنة الوزارة لعام 2011 من ميزانية سد الموصل على أن يعّوض مشروع سد الموصل بنفس المبلغ عند الحاجة اليه إما من مبلغ الطوارئ أو الوفرة المتحققة من الموازنة أو من موازنة 2012 بالإضافة الى إستخدام الجهد الهندسي للوزارة لإنشاء السد الترابي على الحدود العراقية الإيرانية لمنع مياه البزل الإيرانية من الوصول الى الجانب العراقي بأسرع وقت ممكن. Approve the request of the Ministry of Electricity hire authorized to sign Amendment No. (2) to expand the power plant project and Wasit heat (610 * 2) MW exception of Article (14) of the Implementing Regulations of government contracts (1) for the year 2008 and Article (19) of the Instructions implementation of the budget of the Federal Assembly of the Republic of Iraq (2) for the year 2011.
3. 3. الموافقة على إحالة مناقصة إنشاء المجمع السكني في البصرة/ الصبخ الى إحدى الشركات التركية بمبلغ إجمالي مقداره (230,595,862,268) دينار وبمدة تنفيذ أمدها (27) شهراً وغرامة تأخيرية مقدارها (28,469,000) دينار عن كل يوم تأخير. Consent to the assignment of a tender to the compound in Basra / Alsbouk to one of the Turkish companies in the total amount of $ (230,595,862,268) dinars and the duration of the implementation of standing (27) months and a fine of $ Tojerip (28,469,000) dinars for each day of delay.
4. 4. تشكيل لجنة برئاسة الأمين العام لمجلس الوزراء وعضوية رئيس هيئة النزاهة وممثل من مجلس شورى الدولة تتولى مراجعة مشروع قانون مكافحة الفساد وعلى ضوء الملاحظات المطروحة وإعادته الى الأمانة العامة لمجلس الوزراء. Formation of a committee chaired by the Secretary General of the Council of Ministers and the membership of the President of the Integrity Commission and a representative from the State Council shall review the draft anti-corruption law and in the light of observations at hand and return it to the Secretariat of the Council of Ministers.
