Position: WTO Customs Training Advisor Location: Baghdad, Iraq Duration: Short Term (120 Days) Start Date: March 15, 2011 General Summary Overall, the objective of the Tijara – PEG activity is to grow the Iraqi economy by promoting private sector development by increasing access to finance. The program is intended to promote economic diversification and job generation. More specifically, the Tijara – PEG program implementation will: •In Component One; Provision of Business Development Services with a Focus on Sector  implementation will: •In Component One; Provision of Business Development Services with a Focus on Sector Competitiveness; ?Focus on the establishment of and strengthening of existing Small Business Development Centers (SBDCs) as approved by USAID/Iraq. ?Retain a small number of technical staff centrally and provide services to PRTs, and bring in additional technical resources (short-term and long-term) for specific purposes as approved by USAID/Iraq. •In Component Two; Expansion of Commercial Lending through Microfinance Institutions (MFIs) and Banks; ?Provide Training and Technical Assistance. ?Disseminate Information, Education, Knowledge Management and Research. ?Operate a Grant Facility. •Additionally, Tijara – PEG will provide the Government of Iraq (GoI) with assistance in improving the Business Enabling Environment for increased trade and investment in the private sector, standing up the National Investment Commission and seeking membership to the World Trade Organization (WTO). In December 2004 Iraq formally indicated to the WTO its desire to accede to this organization. Since that time, under the previous USAID funded Izdihar project, a number of milestones have been reached in the accession process. These include among others assisting the WTO to draft several WTO-required laws or amendments to existing laws, assisting in completing the WTO required “Memorandum on Foreign Trade Regime,” completion of the first and second written procedures for WTO accession, submission of a variety of WTO-required technical documentation, submission of a Legislative Pmarch lan and the holding of the First WTO Working party Meeting in Geneva in May 2007. PEG Tijara will build upon these milestones to assist Iraq in continuing its progress towards WTO Accession and the legal and practical reforms related thereto. Iraq’s Goods Offer to the WTO must comply with the provisions of GATT and WTO agreements on the application of customs measures for the import, export and transit of goods. Iraq has prepared an Initial Goods Offer, consisting of a proposed bound tariff schedule according to the 8-digit harmonized code, a proposed agricultural subsidy offer and a schedule of commitments to all relevant WTO agreements on trade in goods. As the GOI negotiates its Goods Offer with WTO Members, it will have to demonstrate that its customs measures are WTO-compliant. Particular attention will focus on legislation, implementing regulations and in the case of Customs, the provision of technical training in WTO Valuation, Tariff Classification Rules of Origin, Risk Management and Cargo Inspection techniques that must be adopted and implemented as of the date of WTO Accession. Iraq’s Ministry of Finance, General Customs Commission is the key beneficiary in this technical training deliverable to prepare that organization to assume competency in the administration and enforcement of applied tariff rates and other duties and charges on goods crossing Iraq’s borders, and how customs operations will process those goods. Tasks: The WTO Customs Training Advisor will assist the GCC to conduct a successful WTO Valuation and Classification training events for a target participant population of approximately 200 in service Customs personnel. Key tasks in accomplishing this assignment include the following: 1.Provide practical training to selected members of the GOI Goods Offer negotiation team and GCC staff on the application of customs legislation and regulations that are required for accession to the WTO: most notably, training in Customs Valuation, HS Classification, WTO Rules of Origin and Customs throughout Iraq in Customs Valuation, Classification, Origin and Risk Management techniques to ensure skill-set transfer, and on-going capacity and self-sufficiency in Customs training. 3.Report regularly to the USAID/Tijara Trade Component Leader on progress in pursuit of the tasks and deliverables identified in this TOR. 4.Undertake such other tasks as may be necessary under Section C of PEG/Tijara. Deliverables: •Provide technical reports on the outcomes on Task 1 and Task 2. Such reports to include: ? a deliverable report on the completion of a series of a WTO compliant Valuation Training events, ? a deliverable report on the completion of a series of WTO compliant HS Classification Training events, ? a deliverable report on the completion of a series of Rules of Origin Training events, ? a deliverable report on the completion of a series of Cargo Inspection Training events, ? a deliverable report on the completion of a series of Risk Management Training events, ? a deliverable report on the completion of one Training of Trainers event •Provide briefs to the Director General of the GCC in the form of personnel evaluations of the performance, interest and participation of GCC personnel engaged in the training events. •Provide training contents CD ROM versions of the training materials for use by participants post training in keeping their skill set up to date via self-study practice. •Prepare responses to any questions raised by the GCC in the delivery and the content of the training materials provided, and •Engage in a post-event validation assessment of the training through a series of site visits to ensure the new training knowledge is being applied in the field Required Qualifications: 1.At least 5 years of professional experience with a national customs agency or an international customs management company, with working knowledge and field experience in the application of Customs Valuation, HS Classification, WTO Rules of Origin, Customs Risk Management and Customs Cargo Inspection techniques 2.At least 5 years of international consulting experience 3.Demonstrated knowledge and experience in providing customs assistance on at least one WTO accession is desirable; 4.Demonstrated experience in working as an effective member of large international technical assistance teams; 5.Demonstrated ability to prepare professionally acceptable technical reports; 6.Demonstrated ability to make effective oral and public presentations of technical iss To Apply: Please submit a cover letter and CV outlining your experience as it relates to the above mentioned position requirements.
