Concerns of Iraqi national budget

Sunday, March 6th 2011 7:28 PM
Baghdad, March 6 (AKnews)- Kurdistan Bloc’s Coalition (KBC) revealed Sunday an agreement among the political blocs that there will be no voting on the next budget unless submitting the final accounts for the current year which has been accepted and that the current year was the last year for voting on the budget without providing these accounts .
Mahma Khalil told AKnews that the demos that started in a number of areas demands to eliminate administrative corruption in addition to provide the ration card items and eliminate unemployment.

Deputies had called several times the government to give its final accounts criticizing the political blocs for voting on the budget without providing the final accounts.

The Government has not submit until now, the final accounts for 2010 and 2009 while deputies revealed the presence of from the amount of $ 40 billion in loans and others in exchange that were not recorded , an investigative committee was formed in the matter.
The parliament voted in 20 of the last month on the financial budget, which amounted to $ 82 billion.

“The parliament devoted today’s meeting to discuss the legitimate demands of the demonstrators,” he said, “The KBC is with these demands on the elimination of administrative corruption , providing services and the ration card items for the citizens “.

Demonstrations were witnessed in a number of provinces required to provide                                                             opportunities, eliminate administrative and financial corruption and providing the ration card items and services.

Protesters accused some officials to enrich themselves at the expense of the Iraqi people and of administrative and financial corruption.

The Iraqi Council of Ministers had earlier said that it had approved a draft budget for 2011 a deficit of $ 12 billion that will be covered by the amounts retained from the previous year’s budget, expecting the income to estimate at 66.7 billion dollars, while expenditures amounted to 78.7 billion dollars, i.e., a deficit of $ 12 billion.

Preparation of budgets in the country and approving it usually faces a delay in its approval by the government and the parliament, because of the large number of objections and criticisms on some of its clauses, most notably the aspects of exchange and the financial allocations for some government institutions and the three presidencies.

The economic study prepared by economists confirmed that Iraq’s budget for 2011 is the largest in history in terms of operating expenses and investment income as well as the expected entry into the state treasury.
