Baghdad budget vote postponed
Baghdad, After more than five hours of deliberation yesterday, Baghdad provincial council decided to postpone the vote on the 2011 budget due to objections raised by some council members.

Baghdad provincial council leader Kamel al- Zaidi told reporters yesterday that the meeting represented the first reading of the budget and that the vote would now take place on Thursday to give council members and the heads of the provincial committees time to make necessary amendments.

“The next two days will be for private deliberation and listening to the opinions of the committee heads who wish to amend some of the monetary allocations,” he said.

Speaking at a press conference immediately after the council meeting, Zaidi inferred that this year’s federal allocation would have a long way to go.

“The council has prepared an ambitious plan for 2011,” he said, “that includes new and ongoing projects”.

Baghdad’s governor Salah Abdul-Razzaq speaking at the same conference said that the Ministry of Finance had reduced the provincial budget for the third year running.

“We were hoping to attain a trillion Iraqi Dinars ($858 million) but it was reduced to 617.5 billion IQD ($530 million)”.

Razzaq described the allocation as “modest” in relation to the importance of the province and the size of its population. The governor went on to highlight the urgent need to improve public services in the Iraqi capital following the widespread demonstrations that have taken to the streets over the past month and the ongoing strain on the capital’s security forces.

“This (budgetary) plan needs more than that,) he complained.

The plan submitted to council members today proposed placing 135 billion IQD in ongoing projects, 282 billion IQD in new projects with the remaining 200 billion IQD going to the governorate.
